We (America) compose those Charters for the most part and we do listen to the UN when it suits our interests. Medical? It will be a very long time before there is uniformity and it will still be a felony to posses without a prescription. Don't even think about growing it! Manufacture will always be illegal as long as the large pharmaceutical manufacturers are around, and they will be around. If you really think it through to its final, you should conclude that you, in fact, do not want marijuana legal...I DON'T!!!
