How can anyone get away with this?
Nah, it was Red Deer in Alberta. It's not a huge city at about 80,000, I mean compared to the US, that's a town, but it was a nasty problem. A shelter was about 15 minute walk from downtown, and they'd go to pretty much the only soup kitchen in the city. They'd all hang out down there, all tweaked up. Downtown was where the drugs were, the soup kitchens, outdoor parks with firepits and roofing...everything was down there, including a few methodone clinics.

From what I've been told though, the city is now actually doing something to stop or slow down the homelessness there. They just got 1 million dollars over a 2 year span to help the homeless. Good to see as walking down there was a total wasteland. Tweakers everywhere.
