The reason that he was so blatently waving it about is that even if police arrested him there was only a tiny chance of him being sent to court, if he did appear before a judge he would have got a smack on the wrist probably a small fine or community sentence.
There is no detterent in the UK what we need is less of these do good, its not the violent little thugs fault he never had a teddy when he was little brigade, and more of lets crucify the little baststards.
In our local paper this week a 17 year old got 40 hours CS for having a knife, whereas some other at the same court got 14 days for giving a cop a V sign

I was comming up to some traffic lights but i slowed down slightly anticipating change before i got there, and to my left there was a small gang of about 7 teenagers.
