Karma, I only see one light and it isn't fluorescent its probably halogen. Take a look at the picture see any similarities? That was found by googling "halogen light". You cannot grow plants under halogen or incandescent bulbs either way it will not work. You need HPS, (high pressure sodium) which gets hot and usually has a ballast - good for flowering, or a MH (metal halide) lamp which is very good for vegging (blue spectrum), or high output fluorescent T5, T4 etc. you can also use compact fluorescent lights which are lower wattage, take up less space and are very good for small plants and clones but can be used for the full cycle. Trust me, you want to get rid of the halogen if you are serious about growing. Not trying to be overbearing but I too....made the same mistake when I was beginning.
