yeah, this is probably the case. i usually use reeeeeeeally cold water for my bong (and ice if i have it), or i just use ice, no water - it's the shit, try it if you haven't! yeah, cold water/ice give you really smooth hits, really cuts down on coughing if you have trouble with coughing. but yeah, my smoke in my bong usually looks like that, sinking towards the bottom of the chamber, and it builds up like that
