Do some strains greminate faster than others?/When do i transplant?

I'm new to this forum. I've been smoking the sacred ganja for two and a half years and gardening all my life. I've never had a successful crop of ganja, but this year, I'm ganna give it all I've got! I'll be growing outdoors and I have a few questions.
I just got some seeds from hemcy.com. 12 Afghani #1 (indica) and 12 Durban Poison (sativa). I put the seeds between two moist cloths keeping the two strains separated. The sativas began germinating the very next day and after 3 days, 6 have germinated and are in soil and two have sprouted. I'm a little worried about the indicas, though. It has been three days now, and the indicas still haven't germinated. Is this typical, or is there a chance that the indica seeds aren't viable?
My other question is when to transplant. I'm starting the plants in 24oz. cups. How do I know when to transplant them to 5 gallon buckets?

if you have been gardening for that long then growing some pot should be a snap. Transplant when the tap root pops out. give the other seeds some time.
