important flowering/cloning question

ok so i have clones that are going to be ready from mothers .. they're going to be like 4 inches tall when they grow roots kuz thats how tall they are right now.. should i put them right in flowering if i want to have a bunch of small plants or is that too small to put in there?

if not i have an ebb and flow system but it cant fit all the clones i have if i put them in netpots so i wa swondering if i could just set the ebb and flow on a low flow height and put just the rockwool cubes with the clones in it under t5 bulbs for a week after the clones root.. if i do that is that long enough to give me descent size plants before putting them under the 1000 watt hps for budding?
