Can someone explain the whole rep thing to me?

I must have missed it somehow, but I just found out I had reputation disabled for awhile. I turned it on and I noticed I recieved a few nice comments (thank you by the way everyone that has left a kind word). That was kinda cool, but how do I leave comments for other people? Also, is there a link that can point me to a place where I can read more about this repuation system?
