wet climate and bud rot etc.

i'm curious: if one were to grow outside in a wet climate, say the pac-NW, would putting a clear plastic tarp over the grow be sufficient to keep the buds from rotting, or would the humidity still manage to kill them?

i've been searching but have yet to discover any successful grows in rainy climates like the pacific reasons of oregon and washington; on the upside i imagine you'd hardly need to water but up there it rains all the time, and no "early" strain could keep you out of the wetness for long
