I believe that's a "NO" for HIV, but there are other STDs and STIs you can get from oral, Herpes being one of them. Do some research, it's definitely worth knowing some of this stuff. I just don't bother with BJs unless they're from a girlfriend.

also I know I know this may sound stupid... but why when we use a condom we have to cover the whole dick? I mean its only the hole thats needs protection isnt it like the vaginal fluid or whatever goes into the hole and gives you HIV? So shouldent they sell like special lil penis caps to wear instead of full on condoms? Like the penis caps would protect against hiv but not against other stds like herpies?
