several questions
I tried growing a plant indoors by a window once a long time ago. It got to be about five inches tall, but that was it. Then it turned yellow and died. Perhaps some people can manage to get a plant through its entire life cycle without good lights, but I know it's beyond me.

If you're going to have it outside your window just follow basic outdoor growing instructions. Just make sure that your window ledge isn't visible to people passing by. Also tie the plant down so a strong wind won't blow her away.

Almost forgot. Have you checked to make sure it gets enough sunlight all day? If it only gets direct sun part of the day and spends the rest in heavy shade it might screw up the flowering period.

You would get much better results with nutrients and such. It might be outside, but as it will be in a pot and not actually in the earth you have to provide it everything that it needs to thrive. Hell, even the regular outdoor growers use nutrients and other supplements. I may not know much but I do know this, a healthy good quality plant takes care and effort to grow.
