I'm not sure what's wrong with them, but those are really tiny for four weeks. Maybe not enough light?

They don't look terrible but don't seem to be thriving either. Hard to say but whenever I see plants that young already struggling, I think either to much water / incorrect watering or too much food. In this case I am leaning to water just by looking at them.
Water - When you water soak them good untill they drain completely. Then do not water again not even one little drop till that cup is almost completely dry and light. Waiting is especially important when you have a tiny plant in a fairly big cup. The drying process causes the roots to spread out seeking moisture and then it takes off when the water finally comes.
Food -
Have you given any fert yet? Was there any nutrients in the soil or was it sterile? Even with a fairly sterile mix, you can usually go bigger than that size before you even need to feed one time. Always go with a low dose the 1st time too.
Temps - Whats your overnight lows like there?

OK - I should have read the post again before responding. Now that I see it says they are 4 weeks old, I take back what I said above - They do in fact look terrible for 4 wks old.

Ok, I just got home from the grow shop and got a some ph tester, apparently I've been giving it water with a ph of about 5
So I've corrected my water, I was thinking of transplanting tonight. Do you think I still should? Or just give them some correctly phed water. I was thinking I had a soil problem, but maybe not? I've got some ocean forest soil for them. Do you think its too early yet, Oh, is it still early for a 400w mh?
Also, because of there color, should I give them a .25 dose of some ffgrow big?

Do those cups have drainaged holes drilled into the bottoms? And lose the Hyponex. It's too rich for seedlings. I use Fox Farms soil and Grow Big with great success...

you might be able to salvage this. keep them under the fluoros. let the soil dry 1-2 inches down, then water with your ph'd water.
if that doesn't work, just start over. that size at 4 weeks is not good. However they are still green, and this is a pretty tough plant, so they might make it.

Still looks like too much water too often to me. I don't think just adjusting the PH of the water or repotting them is going to help cause they both require you to water again. Let those things dry out before giving any more water.
