1) when you buy seeds and they give a flowering time, as in 8-9 weeks, does this mean 8-9 weeks from turning the lights back or 8-9 weeks from when they start to show the white hairs.

From turning the lights back to 12-12. But to be precise of course you must still check trichs.

2) also do plants finish a week early when useing CO2

I just recently got in a spat with another grower over this.... it's sort of yes and no... when you use CO2 you can (and should) increase temps by ~10 degrees F. With the increased temperatures, the plant's metabolism kicks up a bit and you cold potentially see a reduction in flower time. Simply adding CO2 does not make your plants flower faster. It allows you to increase the temps though, which you can NOT do without atmospheric enrichment.

3) one more thing, when useing doctor hornbys voodoo juice and pirannha does it cause like a layer of good algae or something like that what ias good for your roots.

UMMMM I have never used that stuff... I'm not quite sure what you are getting at but are you actually talking about mycorrhizal fungi?
Because those little guys are the stuff that is good for your rooots... helps them more effectivelyt uptake nutrients. Products like myco-stim contain colony forming units of these fungi. Good stuff and very important if you are using a fully organic regimen that includes slow release soil amendments.
