Because they didn't do anything about it at first. They didn't even tell anybody about it and let the day continue as usual.

they did try to do something about, but there are alot of people there.... and i believe most of the eye witnesses were in no shape to even talk... they put the school on lock down, and later lifted it, not very long after they lifted it, the 2nd one happened....

or atleast that was the story when i was watching earlier..
