justice (a poem)

hey all, i read this poemand thought it was good... i am relating it to a story i read in class this week. what do you all think it means?

its by langston hughes, btw:

That Justice is a blind goddess
Is a thing to which we black are wise:
Her bandage hides two festering sores
That once perhaps were eyes.
