Of course, you put your plants into the flowering stage with those CFLs. Don't worry about the equipment.
What you need is a good observation and care for your plant. If you understand what plants need to survive, you can just stick in some dirt and let it grow.
Check temp, Adjust PH, Add perlite and provide fresh air.. That's all they need. Don't put that clamp lights too close and over-water your plants.
