ditto; the only reason to use flouro's for flowering is heat

i imagine that's a cfl yo; you'll just need more juice; but yes, lumens is the important measurement

HPS is most efficient, folowed my MH, and then different types of flouro: t5HO might be most efficient flouro, but i'm not sure

The lumens are important in knowing how much light you need for your space.

Watts just let you know how much your grow is going to cost in power.
If you are going to have a largish grow 400+watts. try to go for MH and HPS they will be cheaper in power in the long run.
ALso, Disregard the "equivalent" wattage.
So your bulbs are 15W equivalent to 60W.
Forget the 60W, itâ??s just a marketing tool so that you know which bulbs to buy to replace what in your house. When telling people what your using, use the Actual power consumption
Here is a Thread I made regarding power consumption and the cops.
It may be of interest to the original poster

Today when i was in the store, i was looking for some grow lights, they had the HPS and the ML but they say you need a ballast, the only ones they had there were for a Fl. light, will that one work? and another question, i seen some incondecent bulbs for plant growth, and i was wondering if those would work?
I have a time machine at home..
it only travels forword at regular time..
its essentially a cardboard box with the word time machine on the side with a sharpie..

92 lumen/watt T5H0's for veg room
140 lumen/watt HPS's for flower room
doesn't get better than that

I use a 150 watt HPS witha 70 watt MH. I get 3-4 ounces every 50-70 days or so. Wiith ventilation running 24/7, this box costs about $20.00 a month to run.
