Well, that is,the bottom sets you won't,the upper sets you may, mostly,it's the leaves around the bud sites that have enough thc in them, especially if you see resin glands on them.
If your plant dies, you can dry it out and smoke the upper leaf sets-but don't expect to git very high off of them, that being said-I have toked plants as small as 6 or 8 inches high, and got a pretty dang good buzz..go figure.
Have a good one..Torog

When your plant has reached its flowering point it is actually better to trim certain leaves.
Fan leaves which are blocking light to buds should be trimmed. Trimming these fan leaves will make your plant more potent. In response to the increased light/heat at the buds your plant will try and protect these buds by producing more THC. So timming fan leaves to get more light to buds is good.
Fan leaves which are blocking light to the general plant can also be trimmed but only do this when it is needed.

When growing in a very tight area (ie. 50-300 plants in 4x6) with many many plants, you should pull out any leaves that are showing signs of necrosis.. this will help increase air flow and hopefully prevent a variety of possible issues. ie.. bugs, mold, rought etc.
Yeah, you can smoke it all.. except maybe not the roots? not sure on that..
but stems and leaves are perfect for a desperate MAN : ) plus... you should never waste anything.. right?
