niether. you are being misinformed.
ge makes several types of flouro tubes. you are talking about ge plant and aquarium and ge sunlight.
sunlight is good, but not the ideal for veggetative growth. it's only 6000k. however, right beside them are the ge DAYLIGHT bulbs, wich are 6500k, perfect for veg (and i highly recomend them; best flouro's i've ever used)
plant and aquarium bulbs are totaly out of the spectrum; they burn at 5000k, and are good for fish and aquatic plant life, but no good for you plants, being quite a bit too pink.
if flowering with flouro's and cfl's, you'll want a warm spec bulb. kitchen and bath fits this profile, 2800-3100k.
and here's this...

CTT in Kelvin (K)/ Light Color/ Effect/
5000 to 8000/ Deep blue/ Encourages excellent leaf and stem growth.
4000 to 5000 / Light blue/ Encourages good leaf and
stem growth.
4000/ Neutral white/ Promotes normal growth.
3700 to 4000/ Warm neutral/ Promotes rapid growth.
3000 to 37000/ Warmer yellow neutral/ Highly active
photosynthesis for all stages of growth.
1500 to 3000/ Hot orange or red/ Promotes flowering

good one kl, but you may want to specify...
different plants flourish at different spectrums, and plants do better with cool specs when vegging, warm for flower.
for cannabis, 6500k is the ideal spectrum for veggatative growth. it doesn't mean the plants wont grow under other specs, it just means they will do best at 6500k. in flower, cannabis does well with warm specs, 2300-2800k is ideal for maximum bud production.
hope that helps to clarify...
