vegging cfl's for low electric costs

ok, so if i use cfl just in my vegging room:


what would be the best implementation to keep energy costs as low as possible, to veg one mother and perhaps two to four clones at a time?

veg room can be what size i want, but say most likely 3x3 or 4x4ft (celing is 8ft but that hardly matters
