And in my opinion, short answer to your question is yes, you can grow a plant with the 6 30watters.
Reality is it won't do well unless you have the PERFECT variable conditions. Chances of that are unlikely.
And your plants flowering cycle will suffer substancially without the proper light specs.
You can try it and see how well you can do and then brag to us or you could wait a little while and get 6 more on the cool end of the spectrum.(I'de recommend HPS but I think it's too late for that at this point.)
That's the only way I see it...
