Search your soul man, what do you want people to think when they first see you?
Whatever you have, have it big so it can be seen across the street.
If it's too small people will just say 'oh, it's a tattoo', when really they should be saying 'Whoa!, that's a tattoo'.
Try sticking the image you love now in a draw for six months, and then have another look to see if it has the same impact after a little time.
If you want a phoenix, do a little research, find lot's of images and find a good artist.
Pick an artist with a style you like, and pay what the man asks.

Since I turned 18 ive really been inclined towards getting a tattoo but im still a little worried that ill get something done that ill change my mind about later. Give me some ideas, it needs to have meaning and look cool at the same time. Right now im thinking of a phoneix with the words burn bright, burn right underneath.
