Here in Columbia, MO, possession of up to 35 grams of cannabis and/or cannabis paraphernalia is not an arrestable offense and is punishable by a maximum fine of $250. Even that is spottily enforced; out of the first 350 cannabis citations, less than 10 were even prosecuted.
