no! get rid of it for now, save it for flower (if it's uvb; if so, you can use it as a supplemental)

for veg, the cheap fix is to go to lowes or equivalent and get a double 48" flourecent fixture, and two ge daylight bulbs. these are great becuase the plants can touch the light!
