Huh? Legalize Hemp?

This is from last year. I never heard of it. Of course, it was before I joined Cannabis.com, so I apologize if there's been a thread about it.

A BILL
To amend the Controlled Substances Act to exclude industrial
hemp from the definition of marihuana, and for
other purposes.
Be it enacted by the Senate and House of Representa-
tives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the â??â??Industrial Hemp
Farming Act of 2005â??â??.
SEC. 2. EXCLUSION OF INDUSTRIAL HEMP FROM DEFINI-
TION OF MARIHUANA.
Paragraph (16) of section 102 of the Controlled Sub-
stances Act (21 U.S.C. 802(16)) is amendedâ??
(1) by striking â??â??(16)â??â?? at the beginning and in-
serting â??â??(16)(A)â??â??; and
(2) by adding at the end the following new sub-
paragraph:
â??â??(B) The term â??marihuanaâ?? does not include indus-
trial hemp. As used in the preceding sentence, the term
â??industrial hempâ?? means the plant Cannabis sativa L. and
any part of such plant, whether growing or not, with a
delta-9 tetrahydrocannabinol concentration that does not
exceed 0.3 percent on a dry weight basis.â??â??.
SEC. 3. INDUSTRIAL HEMP DETERMINATION TO BE MADE
BY STATES.
Section 201 of the Controlled Substances Act (21
U.S.C. 811) is amended by adding at the end the following
new subsection:
â??â??(i) INDUSTRIAL HEMP DETERMINATION TO BE
MADE BY STATES.â??In any criminal action, civil action,
or administrative proceeding, a State regulating the grow
ing and processing of industrial hemp under State law
shall have exclusive authority to determine whether any
such plant meets the concentration limitation set forth in
subparagraph (B) of paragraph (16) of section 1 102 and
such determination shall be conclusive and binding.â??â??.

wow thats not bad at all. that means its going to the house vote soon. well...maybe not as it hasnt done much movement in a year...they probably buried it and stopped it from moving. idk

i thought hemp was legal already....

theres a bunch of place in the us that sell stuff made of hemp

Hemp products themselves are not illegal in the U.S. We currently import hundreds of thousands of tons of it to make some of the many in demand products from hemp. However, outside of some states legalizing it at the local level the feds still categorize hemp as marijuana and refuse to legalize it, even though every international treaty recognizes hemp as different from marijuana and is grown in most other first world countries (i.e. Britain, France, Canada, Germany, etc.).

This is a travesty for two reasons. The first is that our farmers are not allowed to make money growing it our damn selves. The other is that hemp will produce over 4x the amount of ethanol to drive vehicles on than corn does, while not needing pesticides/herbicides that end up in our ground water. When you elevate the efficiency that much then the price of ethanol, currently around $8 a gallon, becomes far less expensive than gasoline. We would then be oil independent like Brazil. Current estimates say that we would have to plant roughly 23% or our current cropland with hemp to accomplish this (based on figures gleaned from Popular Mechanics, May 2006, The Truth About Bio-Fuels).

Gives you a good idea why it's languishing in Congress, doesn't it? Makes me wonder who these assholes we elected are working for anyway.

Wow, hemp sounds like a very good business plan I would love to enter.

products made from hemp are not illegal as long as the hemp grown to make the products wasnt within u.s. borders

Thats not necessarily true. you can grow hemp in the us, but the THC content needed is so low, it is almost impossible to grow that low quality of weed, if you do grow weed that crappy you should stop doing it all together. And hemp protucts must be completley THC-free to be able to sell in the US. Thats why its hard to find quality hemp products alot because its tough to have THC-free hemp
