UN peacekeepers in south Lebanon contacted Israeli troops 10 times before an Israeli bomb killed four of them, an initial UN report says.
The post was hit by a precision-guided missile after six hours of shelling, diplomats familiar with the probe say.

UN-led crisis talks in Rome ended with no agreement to urge an immediate ceasefire between Israel and Hezbollah.

Eight Israeli soldiers have been killed in southern Lebanon - the biggest Israeli loss since the conflict began.

Twenty-two soldiers were injured in the clashes in the town of Bint Jbail, a strategically located Hezbollah stronghold.

Later, a massive explosion destroyed a several-storey building in the centre of Tyre housing the offices of a top Hezbollah commander lived.

He was not there at the time.

A senior Israel army general said he expected the fighting would continue for "several more weeks".

More than 400 Lebanese and 42 Israelis have died in two weeks of conflict, which began after Hezbollah captured two Israeli soldiers in a cross-border raid on 12 July.

Israeli regrets

The four unarmed UN observers from Austria, Canada, China and Finland, died after their UN post in the town of Khiam was hit by an Israeli air strike on Tuesday.

The UN report says each time the UN contacted Israeli forces, they were assured the firing would stop.

A senior Irish soldier working for the UN forces had warned the Israelis six times that their bombardment was endangering the lives of UN staff, Ireland's foreign ministry said.

Had Israel responded to the requests, "rather than deliberately ignoring them", the observers would still be alive, a diplomat familiar with the report said.

Israeli Prime Minister Ehud Olmert has expressed "deep regrets" over the deaths.

Israel is conducting an investigation into the incident.

It has rejected accusations made by UN Secretary General Kofi Annan that the targeting of the UN position was "apparently deliberate".

White House spokesman Tony Snow said "something went really wrong" to cause the deaths, but also said there was no reason to suggest the bombing was deliberate.

The UN Security Council is meeting to discuss the incident.

'Utmost urgency'

The Rome summit, called by US Secretary of State Condoleezza Rice, brought together EU and Arab nations plus the US and Russia, but not Israel, Iran or Syria.

The conference released a declaration expressing "determination to work immediately to reach with utmost urgency a ceasefire to put an end to the current hostilities".

It also said a ceasefire "must be lasting, permanent and sustainable".

The statement called for an international force with a UN mandate for south Lebanon, and the full implementation of existing UN Security Council resolutions calling for the disarming of militias and deployment of Lebanese troops in the border region.

Mr Annan said it was important to work with the countries of the region, including Syria and Iran, to find a solution to the crisis.

But Condoleezza Rice was critical of the role of both countries.

"It's not a question of talking to Syria, it's whether Syria's prepared to act," she said.

In an impassioned speech, Lebanese Prime Minister Fouad Siniora warned that more people would die if the ceasefire was delayed, and called for a Lebanese-Israeli prisoner exchange as part of plan to end the fighting.

Oh no, don't tell me you're one of those "Isreal can do no wrong" types Psycho. You do have a point though, if you walk into a bee swarm sooner or later you're gonna get stung. Still.....I gotta wonder how much of Isreal's actions are based on self preservation and how much are based on payback. What bothers me most is that they don't seem to give a damn who gets in the way. As long as they get one Hezbollah member for every hundred innocent women and children( & U.N. Members) killed they feel justified. Just doesn't add up in my book.

None of these countries, or sides, is completely guilt free. And I also agree that it is a shame that the innocents have to suffer also but it's the damn cowards that are hiding in the midst of the woman and children that should also share fault. I'll tell ya, if I were envolved in that sort of affair, I would make DAMN SURE my family was in a safe area....not along side an arms storage. Hell, their even hiding the shit in their holy places. I just watched a CNN special report on the life and times of the Hamas leader.. How he is such a great guy and how he trained his troops to deal with the opression of an invading force and how these troops were ready for the conflict at hand. They bombed the building rockets were being fired out of.. of which 4 ppl were U.N. members... of which how many were HAMAS shooting missles at israel?? Israel has the biggest, most advanced military in the middle east and they can only kill a dozen Hizbollah while killing 600 citizens, and some members of the United Nations Interim Force in Lebanon. Israel has also used phosphorus incendiary bombs (a violation of international laws) and has been reported to be using "internationally prohibited weapons against civilians" The Israeli military is investigating (why? i have no idea. you'd think the military would know what weapons they use)

It was reported on 26 July that "at least 10 Lebanese ambulances bearing the emblem of the international red cross have [...] become targets in Israeli air strikes", resulting in the death of more than a dozen patients and emergency workers. Similarly, an ambulance struck by Israeli aircraft fire near Tyre was marked as belonging to the Shiite Amal militia, although that organisation is not acknowledged as a combatant in the conflict. on 24 July, the Red Cross said that "an Israeli missile hit two clearly marked Red Cross ambulances that were parked inside the Lebanese town of Qana evacuating civiliansâ??the wounded included a 60-year-old woman and 12-year-old boy who's now in a coma."

On the flip side it was also reported that Hezbollah has attacked two Israeli Merkava Ambulance tanks with anti-tank missiles, destroying both of them.

Israel invaded and occupied both the Gaza Strip and Southern Lebanon until 200 and 2005 respectively. After Ariel Sharon was hospitalized and no longer in power Ehud Olmert has now re-invaded those same areas. Seems more like trying to complete a failed mission to me.

Israel "need for security" is taken too far. They're already so wrong in many ways, including occupation of Palestine. They were suppose to be out of the terratory 40 years ago according to UN resolution 242. Nope. They're building settlements at strategic lands on palestinian land, near hills and resources to make an illegal land grab, and claim legitimacy to the land since "their people are there."

Terrorism and killing the innocent is awful. If you ask yourself why, It's hard to completely blame them, considering Palestinians live in what I liken to a big prison. Their daily lives are dependent on the mercy of Israel to travel and have access to various infrastructure because Israel controls the majority of roads in Palestinian terratory. Both sides have a lot of instilled hatred within them, making daily live worse for both israelis and palestinians.

Israel gets virtually no accountability in the US press, and none of them mention that occupying Palestine is illegal. It's sanitized bullshit. You hear about the dead Israel soldier, and about their family. The other side, it's just a number, expected deaths. It's not an objective, balanced press in America anymore. Infact I don't know if it ever was. It's ridiculous.

What is going on in Lebanon makes me sick. Israel is instigating this conflict to a higher degree than it should. Hezbollah should be wiped out. This is not the means, considering their previous behavior, including having Israel forces protect Lebanese christians while they massacred 2,000 Palestinians.

The worst part about it that the 60% of US Aid goes to Israel military spending, not to mention free weapon handouts. Israel is only powerful because the US made them to be. Sickening.

The US should get out of this issue all together. It's too bad they have too many special interests for it to be ignored.

Both sides are comprised of human beings, when it all comes out in the wash. I've posted plenty of information and opinions here, but these conflicts are rooted in religions that are at odds with each other. Even though Israel is more rational than their enemy, the basic belief system of the society is a major impediment to a successful resolution of the conflict. I also think that a person would have to be almost suicidal to live there.

The monotheistic belief systems are the greatest threat to the future of the human race and the planet. If it isn't one thing, it's another. The majority of practitioners of Islam, Christianity, and Judaism are not violent, but their religions breed fanatics - who would have the world destroyed in a minute to meet their insane objectives.

It is sickening, as the above posting says. If we could get out of the Middle East's politics entirely, that would be the best thing.

I checked out some maps and really don't see where your comin' from on his one.

There was no Palestine to speak of. The West Bank was under Jordanian control, the Gaza strip under Egyptian control. The only real border area left is the Golan heights from Syria and considering their attitude, I'd be real skeptical about giving them the high ground also.

O.K. I partly retract that statement. The resolution focused more on the withdrawl of troops from those specific territories, both under Israel, Jordan, Egypt and Syria. The resolution advocates a "just settlement of the refugee problem." The tricky thing is how this entire resolution is interpreted and still argued to this day. In my humble opinion humane Palestinians should have a land they can call their own, the combined territories of Gaza and the West Bank. Certainly they must get rid of terroristic actions from their actions the norms of society for this to be acheived. My entire point is tho, the US should not be involved, and take no sides.

However, this whole Middle East situation is grim honestly because of the conceptions of Islam. The main reason is that Mohammad was illiterate. There many of his texts supposely written for him come into question. In Turkey recently, they took down offensive texts and ideals in mosques, and scriptures for that very reason. A little progression, but not enough. While the intent of Islam is for peace, it easily sickly twisted by man. Any religion can be, but with Islam, it's hard to prove which scriptures are legitmate.

The truth of the matter is neither side are willing to go the extra mile in the name of peace. The US should not play with shit.

I don't get how this relates to the Israel-Palestine-Lebanon conflict in anyway.

US-Iraq is a different issue altogether. We are going to be in Iraq for at least 10 years, and early withdrawl would be plain irresponsible considering how the US destroyed their infrastructure and still do. The U.S. won't leave until security and restruction goals are met. Besides the U.S. would get a piece of the action. It would be ridiculously stupid to leave behind a profitable security and restruction project after the U.S. Government spent hundreds of billion on this military conflict.

However this has nothing to do with the situation in Israel. Only benefit is a voice in the Middle East to project U.S. policies. This has the potential to become more widescale. You have Syria and Iran waiting in the wings for something to happen and jump in. You have the entire middle east ready to blow. You have 2 countries waiting to seize power from an economic slip-up in India and China. You have a sizeable percentage of U.S. troops tied up in Iraq and Afghanistan.

We have enough domestic problems in the U.S. to deal with Israel's conflict. Let Israelis and Middle Easterners destroy each other as far as I'm concerned. It should not be the U.S's responsibility to keep any country on life support. There is only so much you can have on your platter.
