In the picture, they just replaced the old roman fascist symbol beneath the eagle with the key with the end part being the axe that is on the traditional fascist design.

See how Mussolini's eagle on his hat matches very closely the new NSA eagle of the US. I guess fascism has a thing for eagles. ironic that amerika always did. Also, the swastika was a spiritual symbol of the sun and good luck. The Nazis perverted its original meaning. I think Bush will use the cross as his symbol when he formally and publically assumes complete power.
