what is your situation its a bit tuff to picture this setup
ok so my old man is pushen me to getthem out of the house and soem were else and were im putten it isnt to well insulated and can get pritty cold liek a littler warmer then it is out side but its sealed woudl a 1000 wat light put off enuff heat to keep it warm if i kept teh ballast in there

insulate it and maybe. its tuff to say. It would be like having a 1000 watt heater in there with two I would guess. Real hard to picture.
good idea to test the heat output
a 1000 watt hps will heat up any room in any house...
but you will turn the light off now and again..
this is where the problem may occur
if the temp between light on and light off drops more than 20 degrees.. you will most certainly get condensation..
and mold..
but what I would recommmend is that you post this 6-10 more times in 4-5 different forums before you make any decissions

dependonnhow big your room is... a space heater or better, a forced air heater.. would help..don't have them on same circuit as ballasts... circuit might blow...K.
I grow in an unheated but insulated back room in my house with a 400wMH light. The walls of the 28"x28" space are lined with something called "ice blanket" which is a flat white closed-cell insulating foam sheet about 3/8" thick. It costs a couple bucks a foot, but a foot is 48" wide. It took me 12' to line the three walls,the floor, and the removable 4th wall.
I just came off a week of +/- single digit (f) weather. The temp/Rh and co2 in the room are computer monitored. Light goes 18/6 with the 6 dark hours in the middle of the night. Temp never dropped below 58f and never rose above 68f.
I've had my bud cycle going in the same sort of weather, and looking back over the weather log (avg day temp +23f, night going down to +9f), with a bud finishing period of 8 hours light, the temp never got above 62 nor below 48.
So depending on the size of the room you've got and what you plan to do to line the grow area walls, 1kva of MH light could keep it plenty warm enough.
Almost forgot -- at hose cooler temps, your buds could turn all sorts of neat colors -- reds, blues, and purples.
