Iraq returns to financial markets!!!

Iraq is preparing to borrow money to repay some of its creditors.
A $2bn (£1.16bn) bond issue would mark Iraq's return to the global financial markets after years of sanctions.

Banks and foreign groups have agreed to cancel between 80% and 87.5% of the $20bn debts owed them in return for partial repayments.

The bond would "extinguish the claims of most large private sector creditors on Iraq", finance minister Ali Allawi told Reuters.

"It will fulfil a major goal of the interim government," he said.

The return on the 20-year bond will be 5.8% a year, Mr Allawi said, adding that it would be traded in Europe.

US air strike hits Iraqi family
Several members of the same family, including women and children, have been killed in a US air strike that destroyed their home in northern Iraq.
There was confusion over the number of casualties, but local authorities in the town of Beiji, north of Tikrit, have confirmed at least six dead.

US forces said they acted after seeing three men suspected of planting a roadside bomb enter the house.

The raid has prompted anger among some local political leaders.

US military spokesman Lieutenant-Colonel Barry Johnson said the men, who ran into the house after digging a hole, were assesed as a threat to civilians and military forces.

"An unmanned aerial vehicle... observed the would-be attackers as they dug a hole following the common pattern of roadside bomb emplacement," he told the AFP news agency.

"Even if there had been, why didn't they surround the area and detain the terrorists instead?," he told the Reuters news agency.

'Historic crime'

Ghadban Nahd Hassan, 56, told AFP that 14 members of his family had been in the house when it was it bombed.

"I was with some friends in a small shop 100m away from the house when I heard the bombing at around 2130 (1830 GMT)," he said.

"I rushed over to see. My house was destroyed and there was smoke everywhere."

So far, the bodies of a nine-year-old boy, an 11-year-old girl, three women and three men have been found in the rubble, police said.

US forces frequently use air strikes in their battle against Iraqi insurgents, in an effort to minimise US casualties.

A local official of the biggest Sunni Arab political group, the Iraqi Islamic Party, called for demonstrations.

"This is a historic crime and another catastrophe for the people of Baiji," he told Reuters.

"If there were gunmen or criminals in that house, is it right to blow up the whole family?"

Hussein al-Falluji, a lawyer and a national leader of the Sunni-dominated Iraqi Accordance Front, said: "Once again the occupiers have shown their barbarism. They never learn from their mistakes... People's resentment is increasing."

A U.S. military spokesman said that American forces take every precaution to prevent civilian casualties and that they were working with Iraqi authorities to determine what happened at the farmhouse in Baiji. "We continue to see terrorists and insurgents using civilians in an attempt to shield themselves," Lt. Col. Barry Johnson, a military spokesman, said in an e-mail.

The Associated Press Television News showed footage of men carrying several bodies wrapped in carpets from the wreckage of the house. The men chanted ritual prayers: "There is no god but God."

The United States has steadily intensified its use of airstrikes against insurgents in Iraq in the past year, increasing the number of attacks from 25 in January 2005 to 120 in November.

The U.S. military says that it does not count civilian deaths from American attacks and that investigating deaths caused by any one strike is often impractical in dangerous areas. But some analysts say the U.S. military should make a systematic effort, both to test the reliability of its intelligence and to better learn how to reduce civilian casualties.

On Tuesday, Johnson said the U.S. military was trying to do that with the Baiji attack. "We are determining the facts in this particular case so we will know exactly how civilians may have been drawn into the air strike that was deemed necessary by our forces fighting insurgents on the ground," Johnson said in the e-mail.

Johnson deferred comment on civilian casualties in the strike to Iraqi officials.

U.S. forces had received the information leading to the attack from multiple sources, including existing intelligence and direct observation at the time of the strike, Johnson said in the e-mail.

A U.S. military statement said that an unmanned U.S. drone detected three men digging a hole in a road in the area. Insurgents regularly bury bombs along roads in the area to target U.S. or Iraqi convoys. The three men were tracked to a building, which U.S. forces then hit with precision-guided munitions, the statement said.

Maj. Abdul Jabbar Kaissi, a security officer in Salahuddin province, said the airstrike killed the 12-member family of his relative, Ghadban Nahi Kaissi, who is also a relative of Salahuddin Gov. Ahmad Mahmud Kaissi.

Officials said six surrounding houses were damaged and two residents in the area were wounded seriously enough to require treatment. Officials and other people at the scene said there had been no insurgents in the house targeted.

U.S. fighter jets dropped two 500-pound bombs on a village in northern Iraq, killing 10 Iraqis they suspected of planting explosive devices on a nearby road, the U.S. military said on Thursday.

The incident occurred on Tuesday in a small village near the town of Hawija, 50 km (30 miles) southwest of Kirkuk, the military said.

The pilots were flying a routine patrol when they saw three men digging holes by the side of major road and planting bombs in them, a statement said.

When they heard the planes overhead, the men jumped in a car and fled. They were soon joined by another car as the jets tracked them. They drove the cars into the village and tried to hide by parking between two buildings, the statement said.

The pilots then dropped two 500-pound laser-guided bombs.

"They were able to destroy the vehicles while causing only minimal damage to surrounding structures," the military said.

U.S. soldiers later raided the village and found assault rifles, a machine gun and bomb-making equipment in houses near the site of the air strike. They said they also found a bomb by the side of the road where the men were first spotted.
