Don't know, don't think about that often, don't know much about Jack the Ripper, and there are lots of mass murders, and the Harold Shipman case didn't really intrigue men, so i have no idea..
I have the potential to be the most evil man in the world, but i'd rather not be:)

Pol Pot officially resigned in 1985, but continued as de facto Khmer Rouge leader and dominant force within the anti-Heng alliance. Opponents of the Khmer Rouge claimed that they were sometimes acting in an inhumane manner in territory controlled by the alliance.
In 1989, Vietnam withdrew from Cambodia. Pol Pot refused to cooperate with the peace process, and kept fighting the new coalition government. The Khmer Rouge kept the government forces at bay until 1996, when the demoralized troops started deserting. Several important Khmer Rouge leaders also defected.
Pol Pot ordered the execution of his life-long right-hand man Son Sen and eleven members of his family on June 10, 1997 for wanting to make a settlement with the government (the news did not reach outside of Cambodia for three days). Pol Pot then fled his northern stronghold, but was later arrested by Khmer Rouge military Chief Ta Mok, and sentenced to lifelong house arrest. In April 1998, Ta Mok fled into the forest taking Pol Pot following a new government attack. A few days later, on April 15, 1998, Pol Pot died, reportedly of a heart attack. His body was burned in the Cambodian countryside, with several dozen Khmer Rouge in attendance. According to them, while his body burned, his right hand was raised high in a fist.

Harold Shipman: Dr Harold Frederick Shipman, known as Fred Shipman to his family (January 14, 1946 â?? January 13, 2004) was a British general practitioner who was the most prolific known serial killer in British history (and possibly the world).
He killed around 250 patients from the 1970s to 1998, in Hyde, mainly elderly women who lived alone and were otherwise in good health. He was eventually caught after he ineptly forged a new will for one of his victims. He was convicted on 15 sample charges in 2000 and sentenced to life imprisonment. He committed suicide in 2004 at HMP Wakefield, without admitting or explaining his crimes.

Adolf Hitler[?] (April 20, 1889 â?? April 30, 1945) was Chancellor of Germany from 1933 and Führer und Reichskanzler (Leader and Chancellor) of Germany from 1934 to his death. He was leader of the National Socialist German Workers Party (NSDAP), better known as the Nazi Party.
Under Hitler's leadership Germany emerged from the depths of post World War I defeat to rebuild its economy and decimated military. Those 2 arseholes that killed that little 2 year old kid James, when they took him from a shopping mall while his mum was in a shop, took him to some train tracks and kicked 7 shades of shit out of him, smashed him over the head with a big rock, and left him on the tracks where the train cut him in 2 when it came round..

The most evil man in history? I know far too little about the billions of people who have been born, so I can't really say. As for the people who have brought the most evil to the world through their actions, there are plenty of genocidal maniacs to choose from. Hitler, Stalin, Pol Pot, Suharto, etc. People like Saddam Hussein, Jack the Ripper and George W. Bush may indeed be just as evil, but due to limitations on their scopes of power they have been less able to bring about widespread evil actions like those other murderers (well, I don't know about Bush just yet...let's see what happens with this American world domination he and his neocon cronies are working out).
