The CONGRESSMAN toured the area of his district to assess damages. The Congressman of a disaster zone SHOULD be able to do this to get the appropriate aid neaded.
They rescued people on the way....at least they did that! Hauling around a Congressman it's actually rather suprising they did!

And I think someone could write a book on the policies that made those people poor and unable to evacuate to begin with. They're not brazenly racist, but they certianly reek with it.
