The ID Cards Bill returned to Parliament today, as bad as it ever was, and in some ways worse. Not a single change has been made in respect of the staunch criticism the Bill received from, for example, the Home Affairs Select Committee, House of Lords Constitutional Committee, Joint Committee on Human Rights and independent studies by Liberty, Privacy International and the London School of Economics.

The Bill is the same insidious legislation as the last - even the Constitutional Committee's recommendation to change its name to something more accurate has been ignored. Their Lordships thought it unusual that the two main parts of the project, the national identity database containing biometrics and personal data, and the trackable audit trail of every occasion where the details are checked, didn't receive a more obvious advert. Perhaps the Home Office thought that the ID Card, Byzantine and Broken Identity Register and Orwellian Audit Trail Bill doesn't have the same ring to it.

The costs to exchequer have leapt to £6bn, and the cost of each card has climbed to £98. Apparently the Home Office forgot to add VAT, the tax on "luxury items" now imposed on a card that will be required by law and makes life without it impossible. Looking at the cost of NHS central records database system that has more than tripled to over £18bn, it is clear that the apparatus of ID cards will be a cash-sink of Titanic proportions.

Data from last yearâ??s UKPS biometric enrolment trials, also published today, show failure rates as high as 1 in 5 for fingerprints and 1 in 20 for iris scans - indicating that biometrics, far from being the viable and secure solution proposed by the Home Office, will cause more problems than they solve and not represent money well spent.

And the justification for this hemorrhaging of cash? The Government has from day one offered nothing but rhetoric rather than arguments . Before the election it was terrorism, now it is identity fraud, and soon it will be something else. ID cards would do nothing to stop cardholder not present card fraud over internet and phone, nor card cloning, the two main sources of fraud that banks suffer. They would not help any form of card fraud unless, for example, the credit card contained a biometric as well that must be matched to that on the ID card, and checked with every purchase.

Imagine an IT system that must continuously check every card purchase of over 60 million people against a database. Then look at Swanwick, the Child Support Agency, the Criminal Records Bureau.

I agree this is totally true but until i.d. cards are bought in then i believe we do hav some hope of remaining liberated and will not have to live in some sort of 1984 society.

That really does sum things up.

The ammount of people that have said to me that i.d. cards are a great idea because they will stop terroism is ammazing. I guess they say that because they heard it on the news but a bit of research would probably tell them otherwise.

Will an identity card help prevent terrorism?

The government appears to have no idea. On July 3rd 2002, in response to a question by Chris Mullin MP, David Blunkett said â??I accept that it is important that we do not pretend that an entitlement card would be an overwhelming factor in combating international terrorismâ?�. Six minutes later, in answer to a question from Sir Teddy Taylor MP, he said he would not rule out the possibility of â??their substantial contribution to countering terrorismâ?�.

The Governmentâ??s current line is that an ID card will help in the fight against terrorism. However the essential facts are disputed. David Blunkett has told parliament that the security services have advised him that 35 per cent of terrorists use false identification, However Interpol general secretary Ron Noble told the House of Lords Home Affairs Committee that all terrorist incidents involve a false passport. He was unable to present evidence to support this claim. The published evidence refutes these claims. In 2004 Privacy International published the findings of the only research ever conducted on the relationship between identity cards and terrorism. It found that there was no evidence to support the claim that identity cards can combat terrorist threats.

The report stated: â??The presence of an identity card is not recognised by analysts as a meaningful or significant component in anti-terrorism strategies.â?�

â??The detailed analysis of information in the public domain in this study has produced no evidence to establish a connection between identity cards and successful anti-terrorism measures. Terrorists have traditionally moved across borders using tourist visas (such as those who were involved in the US terrorist attacks), or they are domicile and are equipped with legitimate identification cards (such as those who carried out the Madrid bombings).â?�

â??Of the 25 countries that have been most adversely affected by terrorism since 1986, eighty per cent have national identity cards, one third of which incorporate biometrics. This research was unable to uncover any instance where the presence of an identity card system in those countries was seen as a significant deterrent to terrorist activity.â?�

â??Almost two thirds of known terrorists operate under their true identity. The remainder use a variety of techniques to forge or impersonate identities. It is possible that the existence of a high integrity identity card would provide a measure of improved legitimacy for these people.â?�

â??At a theoretical level, a national identity card as outlined by the UK government could only assist anti-terrorism efforts if it was used by a terrorist who was eligible and willing to register for one, if the person was using their true identity, and if intelligence data could be connected to that identity. Only a small fraction of the ninety million crossings into the UK each year are supported by comprehensive security and identity checks.â?�

The Bill also contains a fundamental condition that nullifies most of its claims to support counter-terrorism. David Blunkett has told the Home Affairs Committee that in order to prevent the creation of â??ID card martyrsâ?� the government would not make it a criminal offence to refuse to be registered for a card. Instead, refuseniks would be liable for a civil penalty. In view of the widespread and entrenched hostility to the scheme, this approach makes tactical â?? and politically essential - common sense. However, astute critics have pointed out that wealthy people or those backed by criminal organisations can avoid an ID card or registration simply by paying the recurring £2,500 fine. This fine would effectively become a tax on criminals and terrorists operating in the UK.


The government appears to be incrementally backing away from its original assertion that the card system would be a tool to prevent terrorism. In a recent press briefing, Home Office minister Des Browne said "It (the ID system) does not stop it but it helps you police it and interdict it".

Is it really essential for these i.d. cards to be bought in that will contain every scrap of info about you?. I'm sure I read in one of PH posts something like just wait for the propoganda about ID card fraud to come out about six months after their introduction.......then we can welcome the radio-frequency identification tags or as they are now being refered to 'contactless chips'. (sorry if u didn;t say anything like this it must be my THC'd up brain.)

with a country full of amsterdams though, it's easy to see how this kind of control and dictatorship gets out of hand...

yeah, the excuse will be...people are losing their national id cards, we need something more 'permanent'...and then people will take the chip.

like those hip partygoers at clubs around the world, including here...and that police chief of bergen country who just loves his chip...and the ceo of applied digital i believe it was...who couldn't wait to put a chip in his kid...

then you'll see the real persecution of christians as terrorists...a few little Kristallnachts of our own.
