No, butane is only a liquid at very low temperatures or very high pressures. Under normal ambient conditions, it is a gas. Zippos and other wick-type lighters need a liquid fuel. The good news is that the Zippo was designed with flexibility in mind, and it will work with nearly any liquid fuel like alcohol, kerosene or even nail polish remover. Naptha fuels work best, but in a pinch you can use nearly any fluid which burns easily, including some types of low vapor-point oils.

Yes, charcoal lighter or gasoline will work, too. So will most colognes, perfumes or aftershaves. However, those things don't smell very nice when burning, and they can impart a rather nasty taste to your smokeables.

Make sure you have the wick threaded through the batting inside the lighter per the instructions so that it soaks up the fluid well, and that it is trimmed to the proper length - it should be cut off flush with the top of the chimney. Is charcoal lighter fluid old? It's mildy hydroscopic, like gasoline, which means it absorbs water from the air over time.
