It would veg; maybe, 5 plants...very well....for 3 or 4 weeks
flowering time comes?...you would need 5 or 6 of them...for 2-3 females...IMO.

found this cheap hps light bulb, 250 watts only 12$? worth it for my grow space? Just a entertainment center about 1 square foot for 1 plant only.

I been doing some research on the google trying to find a cheap hps system for my 1 square foot 1 plant space, Can someone tell me if I need anything else besides these 2 items I am about to purchase? Going for 400 watt hps.

It would work. You still probably need a reflector?..cords?...base?...unless you are gonna grow vertical?
I recommend a complete system with reflector hood, bulb, UL rated magnetic ballast, base and cords. Just plug in it....and grow.
I'm not keen on DIY shit...electricity kills.
Well I was going to buy them anyways, But on that ballast, I clicked on it and read the fine print , "WARNING: Wiring and installation procedures are very complicated and should be attempted by a licensed electrician only. Ballast installation poses serious risks of electric shock which can lead to injury or death."
LOL Screw that, I don't know how to set it up anyways. Back to sqaure 1.
I picked up one of these initially,... it works,... but the bulbs that come with it are kinda Chitty. And the heat generation was immense! I had a 6" computer fan blowing over the bulb, and my 8" exhaust tube taped to the back side of the reflector behind the bulb to pull most of the heat out of the room.

Given your area,... you could use the LED all the way thru for a single plant,.... or save a littel and get the 90w

Not bad for my small 1 plant and small setup like in these pictures.
