Arrested and handcuffed for overdue library books

A young Wisconsin woman was cuffed by cops, perp-walked down her parents' suburban driveway and hustled into a waiting cruiser - all because she hadn't returned two library books or paid the library's $38 fine.

Heidi Dalibor, 20, a cosmetology student and beloved neighborhood baby sitter in Grafton, was arrested, fingerprinted and booked earlier this month for violating an "overdue library materials" ordinance, authorities said.

The Grafton Public Library sicced the law on Dalibor after she failed to return Dan Brown's "Angels & Demons" and Janet Fitch's best-selling "White Oleander."

"I was pretty surprised when the police showed up at the door with a warrant," she told The Post yesterday.

"They said I was under arrest and said they had to handcuff me. I told them I didn't think that was necessary, but they said it was procedure."

Coincidentally, the avid reader said, she was in the middle of a Markus Zusak best seller - "The Book Thief" - when the cops came calling on Aug. 6.

The busted bookworm admits that she ignored two notices and two phone calls from the library and even blew off a related notice to appear in court.

"It's all my fault," she said. "I should have paid the fines. I don't know why I didn't.

"But I do think the whole handcuffing thing was a little extreme," she chuckled.

It cost Patty Dalibor $172 to get her wayward daughter out of jail.

"She takes full responsibility for her irresponsibility," her mom said.

Grafton Police Capt. Joe Gabrish said the two officers were just following procedure on an arrest warrant.

But the mischievous Dalibor recently changed the photo on her Facebook page to her police mug shot.

Word of her arrest, meanwhile, spread like wildfire through her Milwaukee suburb.

"It's all anyone's talking about," she said. "The phone hasn't stopped ringing."

Some residents have complained about the use of their tax dollars to round up library-fine scofflaws, she added.

"There was a car accident reported at the same time I was being arrested and booked," she noted, "and the officers who were busy with me couldn't respond."

Library Director John Hanson said about two dozen people are cited each year for failing to pay fines or return materials.

Indeed, records show that several others were reported to the cops at the same time as Dalibor but either coughed up their fines or went to court.

Theresa Sinner owed $30 in fines, and Kevin Pipkorn had racked up a $10 late charge - for a CD titled "Jailbreak."

Yikes. I just received a certified letter from the library about a long-forgotten long lost book. They informed me of my violation of law. I'd best high tail it in and take care of this before the "library police" take me to jail. Over a $14.90 fine.

I was so worried about the certified letter. Certified letter can't be good. What a relief to see the library's return address on it.

I repent of my irresponsible and criminal behavior!

Seriously... I hope nobody feels sorry for her. It's funny, at least to me, that people get all upset that the police are spending their tax dollars enforcing such a small violation. Do they think books grow on trees? If people don't give a shit and just keep "forgetting" to bring stuff back... then everyone will be complaining about lack of funding for public libraries since they are out of books.

I like how they make note of the lack of officer presence at a motor vehicle accident at the same time. The population for Grafton, WI is like 10,000 people. Depending on the time of day... what would they have 5-6 patrol officers on? I grew up in a town of like 11,500. They would have 3 police cars rolling around town. You get a couple kids smoking afterschool... drunk driver.... shoplifting... doesn't take much to occupy the time of small town police. I bet EMT/Rescue was on scene in a minute though... nobody mentioned that. I doubt it had anything to do with her being a hot young female either. I bet there were 4-5 officers in there offering her drinks and food while she waits for bail (batting eyelashes) Anyone ever been in a holding cell when some college chicks come through for DUI? Haha. Dude's start sweatin'.

P.S. How the F do people get their mugshots? I know they surface online, depending on the person... but I'm pretty sure I couldn't be putting mine up on mYspace or whatever. Not that I even have one... but there's principalities to this shit.

Thats what happens when you skip court, you get arrested. And I dont think she was complaining she seems pretty content about it, particularly in the smiling photo. I think she got a kick out of it.

She's really pretty and I like her attitude. I think it's bull she got busted for that. I owed my library 20 pounds for ten years and they still accepted my payment when I remembered!

Oh, she's a "nice woman", so that makes theft okay. Give me a break! She ignored the notices, the calls, the court-date; what do you expect? If somebody gets caught stealing a $38 book from a bookstore, nobody would be complaining that the cops arrested that person. But when you rip off the library for the same value and act like it's a joke, suddenly it's all cool? They took every legal channel before finally sending the cops; she shouldn't get away with theft just because she doesn't take it seriously.

She broke the law, her fault, no sympathy.

I once forgot to return a book for like 2 years....eventually I had to the balls to try and return it back and the fine ended up being like 5$ hahaha....all that anxiety over nothing. I think what happened is kind of funny, but i have no idea what small towns are really like so I don't know much about the cop situation. She broke the law, excepted the consequences.

I know a dumbass did the same thing w/ books / comp. progs. from the library n got dragged in by the hook for it too . :thumbsup: Most large libraries replace these items after X amount of time making the person that signed it out liable for it's full cost .

Seriously though it shouldn't just be a joke when this stuff happens, but at the same time it should'nt take precedence over other more important things. If I had been one of the cops picking her up, and a traffic accident call came in I'd have let her go and responded to the accident, but also let her know to get her ass down to the courthouse and pay her fines so she isn't wasting law enforcement's time.
They should have given her the "And if I gotta come back out here tonight" lecture, and then gone to the accident.

She is pretty though so maybe, now that I think about it, one of the cops had a crush on her and when he got the chance to manhandle her he jumped on it, flaming wreckage on the highway be damned. :D
