did you germinate the seeds?

You don't need to crank the lights on them now. A little bit after they pop you can toss a couple CFL's over them. Right now, just a warm dark place.
You definitely need this...

Some seeds just don't pop, but that's unusual if they are viable and you keep them warm and moist. A germination mat will help, but it's not necessary. Keep the soil around the seed moist, and keep a fan on them so you don't get mold, and they most likely will come up. They may need a few more days, but under proper conditions you'll usually see them within 3 days. I never germinate mine anymore, that's just extra steps. By far I've had the most success by simply planting them and keeping them warm, moist and ventilated.
And I'd move the lights back a little until they have grown for a couple days.

hey thanks man for the help, thats what im going to do let, i got new soil, and planted 3 more seeds cause i think the other ones were burnt lol. so i planted 3 more and i am just keeping them in the closet till they pop and then im going to throw those lights over them about what 2-4" above them? anyways do you think those lights would be enough for those three plants in that closet or am i going to have to get more powerful ones?

alright hey everyone i just found a awesome deal at home hardware.... i got a 300 watt halogen light, it says its a security floodlight but whatever. the only downside was that it had those wires it plugs not the actuall plug but w/e. i wired it to the right cored and than to a plug in.. oh ya it also says it has 6000 lumens.... anyways i was just wondering would this light be better than the 2 30 watt CFLS i had in the above pics and should i use this light through the whole grow cycle or should i use the cfls in veg and this in flowering... also if you guys suggest my new light how far should i keep it from the plants, and when should i through it on the seedlings, when there light 1/2 inch tall? but ya also i heard that a good way of deciding how far to keep your lights away from the plants is by putting the back of your hand to the lights by the plants and if its to hot for your hand than its to hot for the plants and if someone could verify that that would be awesome thanks guys

That light is going to suck.
Cant be cheap with the lighting.
Go back to the CFL idea and read some more.

Here's what stinkyattic says about halogens

Not what you're looking for for cannabis. Wrong spectrum, very ineffecient, too much heat.

This is not a good way to decide. My hand feels perfectly comfortable at 90 degrees, but your leaves should not be over 80 degrees. Above that transpiration slows or stops. You'll need a laser thermometer to measure leaf temps, which are around $35. Otherwise you can get a $5 thermometer and position it at canopy level and try to keep the reading under 83. You should spend as much money on ventilation as you do on lighting.
5000 lumens per plant is best, but I've had decent grows with half that much. The key is the correct colors, of which halogen is not.

It's tricky to say, for instance i can't predict how many females you're gonna get and have to flower.
I'd say you're gonna want 3 or 4 of those lights per plant when they're flowering
Check out some cfl grow logs and you'll be able to see how many watts they use and the results they get.
Good luck!
