we just call em "bubbler bowls" round my parts. Usually they're exactly like bubblers except they fit in the slide of your bong.

less important than what it's called is what it does

That is an ash catcher.
It is a special type of slide that is meant to keep ash and bits of scorched weed out of the main chamber of your water-pipe, keeping it MUCH cleaner and allowing the pure flavor of the weed to pass through rather than nasty bongwaterstank.
You all know what a PITA it is to properly clean a bong. The ash-catcher makes that a MUCH easier chore that you don't have to do NEARLY as often.

Well, I can't say "ash catcher" without it coming out as "ass scratcher," so I'm going with "pongtootling obershneider."

bong with an ash catcher
I just noticed if you switch the first letters of the words in the phrase "top part" you get "Pop tart"

i assumed it was a ash catcher aswell, but now it just seems like a extra chamber :)

A lot of ashcatchers you have to be careful with. You have to make sure you pull the ashcatcher out BEFORE you stop pulling the hit, otherwise water will shoot up into the bowl piece. Happened to me many a time with my friends ADS bong. It will definitely ruin your weed, so be careful.
