i won't know all the pieces to the puzzle that led to my friend's predicament but it appears from what you described that if you're missing a package (granting it was sent out), chances are customs got it and your name/address then gets flagged. at what point you get a 'visit' would depend, i'm guessing, on the volume of seized packages in your name.
