You should definitely use a higher ratio of blue (more blue than red) for vegetative and a higher ratio red (more red than blue) for flowering. You should also have at least some red in vegetative and at least some blue in flowering...both wavelengths are needed.

I beg you, do not purchase those square panels. They are not grow lights as advertised, in fact the LEDs at nearly 50nm from what can be used to grow. Also, you won't get as much light from them as the UFO or the Procyon 100. The Procyon is about the best on the market and it still isn't that great. Wait a while, LED is not yet useful enough for growing cannabis unless you dump loads of money into it just to get it started. If you want to grow with LEDs learn to wire your own board and use custom bought LEDs to ensure you are using to correct wavelength.

You have no evidence to back your claim up. The spectrum the LED PANELS output is in fact within the proper ranges to grow with.
Secondly, light output is going to be low on all LED lights.

Hmm 460-470nm blue, wait a minute.... Peak absorption occurs at 425-445nm around 99% usable light where as 460-470 is around 85% usable light. And as you said low amount of lumens which means you need to maximize the potential of absorption from your LEDs so why settle for 85% when you can use nearly ALL the light an LED emits by getting the proper wavelength. Please don't tell me I don't know what I am talking about, I have several charts of the absorption spectrum of cannabis in front of me and I visited your link. I am not trying to be an asshole but don't tell me I gave mis-information when I didn't.
Want a perfect LED grow light? 65% blue and 35% red for veg, reverse it for bloom but start bloom with 100% red for a few weeks.
425-445 or 450nm for blue and 640-660nm for red.
Using clones? 90% blue and 10% red when rooting. Any questions? Ask and I will try to answer them.
Now that is the cheap version. To get the best absorption you have to match the absorption spectrum perfectly, the sun doesn't even do that but it provides so much light it doesn't need to. Your LED grow light won't so you need to match it within 10% I would say to maximize the investment to payoff. This means you would need some green, purple, yellow, orange. Hell you would need every wavelength LED to cover from nearly 400-670nm and that would require a shit load of moolah, which most people don't want to spend so I will spare you all the exact details b/c I would get carried away.
i used to sell those LED panels... until i tested them and found out they suck. the blue ones work for vegging ok but the red ones dont really work so hot. i surrounded one plant with about 15 panels (roughly 240 watts of led) . very unsatisfactory results but it looked really cool with the lights on.

Ordering growing equipment in the United States is not illegal. To be frank, so many people order equipment/nutrients to grow something other than cannabis that the government simply can't put forth the effort to track all exisiting orders and investigate them. I wouldn't worry about ordering lights/soil/nutes/hydro stuff, what I would worry about is the seeds (if you want some crunk genetics). I ordered some from cannabis-seeds.co.uk and they are wonderfully discreet. I sent in cash (using a security tinted envelope) and 2 weeks later got 10 Opium beans in a simple manilla envelope with bubble wrap on the inside.

hey phat the problems with 425nm is that it doesn't cover
the carentnoids at 480nm so the 470nm range is better!!
well actually 425nm and 475nm would be best for blue's
and a solid 660nm for bloom:thumbsup:
