That's exactly what it is. They cant fight, because they're kids. They can only fight in gangs with weapons. If they didnt have weapons a man could easily take on 5 at a time, because theres nothing to do. One hit and they're running home crying. But with that clever you cant get near enough to do anything without another weapon.
