These people did do something very irresponsible and they should probably be punished for it, but it's not the worst thing in the world. Every day lots of parents give their babies alcohol to get them to stop crying, but how often do you hear about that in the media? Never, because people don't care about alcohol. It wouldn't make it off the cutting room floor, even though alcohol is probably a lot worse for a baby than a little weed smoke.
My parents occasionally smoked weed around me when I was a baby, and presumably I got a contact buzz sometimes, but I grew up just fine. It's not going to kill the kid and shouldn't cause any major damage if it's not overdone, but still it's stupid to give a two- or five-year-old any kind of intoxicating drug.
But this brings up an interesting question. At what age does it cross that fuzzy boundary between an absolutely irresponsible act and a somewhat questionable act? And when does it turn from a somewhat questionable act into a fully acceptable act?

Obviously some people who expressed opinions in this thread weren't raised the same way I was. There is no 'fuzzy' line where things go from OK to not ok. Its a very obvious line to be stepped over.
I would be embarassed to say that smoking out kids who are under 18 is responsible, because it is not.
Maybe some of yall were raised with coke in your bottle and drugs around your home, but I wasn't and can obviously tell (from a mile away) what is acceptable and unacceptable behavior. If you can't tell, slap your parents because they didn't do their job.

Seriously. I can't see a fuzzy line where it is now okay to allow, and even encourage, a toddler to smoke.
Adults have the responsibility of protecting children, as the clip says, and part of protecting children is shielding them from things that could be harmful to them, especially at such young ages. I am not ragging on parents who smoke around children, but there is a huge difference between parents smoking around a toddler and those same parents sticking a blunt in the toddler's mouth and encouraging him to inhale.
I know it wasn't the children's parents, but family members, and adults in general, have a responsibility to children.

Of course there's a fuzzy line. It is clearly not okay to smoke up a toddler, but it is okay to smoke up a 50-year-old. Somewhere in between the person in question matures to the point where they can handle it. It is not a single moment in time, but a gradual process.
Are you seriously suggesting that there is a huge ethical difference between offering a joint to somebody who is 17 years and 364 days old and offering somebody a joint on their 18th birthday? I don't think it's that clear-cut.
