I think it may stem from Christianity. It says somewhere in the old tesament that all males shall be circumcised. Cause Christianity developed out of Judaism. And the people whom colonized America were Christains and brought their religion with them. The Spanish were Christian, The English were Christian, the French, the Dutch, ect.
Christianity was the dominate religion in Europe and was part of the monarchies of Europe.
