Better than annihalating thier country, would be to turn it into a rich industrialized country. Take away the discontent, and you take away the reason for any of them to be pissed enough to be a terrorist. We need to forcibly remove as many corrupt governments as possible, and all rich countries need to give alot more money to poor countries. As long as there is a disparity between the 1st world and the 3rd world, we will continue to see things like terrorism and wars in the 3rd world.
