Both.

Get your "general air temp" reading...
And for your 2nd reading, place your thermometer at "canopy level"... and place a little piece of cardboard or something over your thermometer, so it doesn't get hot from the direct light.

With that technique, you'll get two air temperature readings.

If all else fails, just blame Garden. It's worked for me in the past. ;)
