Your brother IS a "dumbfuck"... although i woulda just said idiot... because when you lose your card, you should definately close that card and request a whole new card with a whole new number. I've done it with Bank of America many times.
It isn't your brothers fault, however, for having a peice of shit "friend" that steals from him. And your right... they definately got the pin number from just being with him at 711 when hes buying munchies or something.
