You have to use a lot of stems and a lot of the right ones, small firm and somewhat crystalized, then you have to use HOT water (around the temp of hot tea) so the heat activates the cannabinoids and they are released into the tea. They contain a fair amount of THC, the problem is the ratio of THC/stem matter, the more stem - the more distributed the THC is and harder to get.
