WHAT IS THIS SYMBOL ABOUT?

I dunno for some reason I cant on my pc's..then again I dont have Photoshop or any other programs..just microsoft picture viewer and paint... :(


Another thing I grab n use so many pictures I just flush em every coupla weeks....
