Yes those are ideal for flowering.
Have you had a good read of Monkeybones 'pornstars of the green' grow log and osecretgardeno's 'My sexy afghan first grow with CFL' grow log?
They're very good and as good as complete now! Will take a while to read but I found them very instructional, inspirational and informative.

I have 1 x 125w 6500k CFL 1 x 65w 6500k CFL and 1 x 20w 2700k CFL going.

best advice i could give you is that if you're having a hard time scraping money together, don't grow... YET. take the time to save and use this time to READ THESE FORUMS AS MUCH AS POSSIBLE. there's a wealth of information on here that could get anyone with patience and the ability to read to a level to grow decent marijuana.
that said, if you do decide to keep at it... definitely pick up some CFLs with 5000k or higher kelvin rating, like everyone else said. i'd try to get you to switch to hydroponics, but you might wanna get your feet wet with soil first. i claim sheer luck that my first indoor grow (hydro) was a success. almost everyone says "start in soil, then when you're good at it, go hydro."

I just got some 5500k Blue Day Light Cfls.
I got 3 of them at 26 watts each.

So here what it looks like so far.
I still havn't ditched the plant yet, Because maybe it will come back.
Just waitting on the others to sprout.
So far I got 3-23-cfls 2700k 2-26-cfls 5600k
Watering once a day.

I switched the soil, To mirical grow organic.
And sence Ive added the few 5600k cfls, I see some new growth.
All though I think you are right about the starting over.
I'm just going to let it grow and see what happens,
So far two of the new seeds have hatched.
I know for veg It need 5600k lights,
But would it hurt to run the 2700k's?.
And 2 - 26 watt - 5600k, Is good enough for veg right?
Got a new timer and the light scheduals are fixed.
I'm just going to see what happens, Not get my hopes up.

You want to get the CFL's as close to the plant as you can (about 3-4 inches away is ideal as not to burn them but give them the maximum light.) you should only use the one 2700k bulb if you want to use one.
You WILL need more bulbs as the plants get bigger and then the same amount you end up with but the 2700k types for flowering (maybe more still!)
Any idea of the humidity?
You don't have to religiously water everyday either, only if they need it.

How many bulbs would you say I need for totall vegg, The highest watt bulbs I could find are 26 watts at the store.
I got a totall of 6 bulbs, And 6 lights+clamps.
I'm not sure of the humidity, Probly kind of low though, It isn't a very damp place. But rather dry.
I have the lights about 3-4 inches from it.
It seams rather small for its age, Sence Ive sproted it about a month ago.
When should I put the other seedings that sproted under lights?
18/6 of course, When there about 2-3 weaks?

I would ditch that plant. Its stunted.
Put the sprouted seedlings under light now, where have you currently got them? Also put them in small pots and transplant when needed.
If you have 6 places for bulbs, use them all! Do something like 5 x 6500k (or 5500k if that is what you have) and 1 2700k for veg stage and vice versa for flowering - the stronger the wattage the better (more lumens) but make sure its the correct kelvins for the stage you want. Do keep your Light on and off times deadly accurate and get no light in with them at "night" - Don't even check on them during this time just to make sure.

Well im just going to let it grow, And if the seedling out past it, I will just ditch it lol.
The seedlings have sprouted, But the seed shell is still over it, Its about an inch above the soil, I have them in dixie cups on top of the freezer. When should I put them under a cfl?
