You frettin over a scale, saying that you need a scale badly, and quite frankly, you don't.

You don't need a scale THAT bad.

So just take the stoner approach (assuming you aren't one), chill out, get your $20, give it to your dealer and see what's up.

Who gives away a kilo of grass? If the person is being watched, at least sell the kilo for cheap instead of getting nothing. Either way, if he's being watched, the po-po will see someone leaving with a kilo. He's better off just to sell it off for cheap rather than give it away it.
