After what happened to Overgrow and Heaven's Stairway, I am leery about ordering from Canada. Also, the new Conservative Government has publicly stated it will do whatever it can to re-criminalize marijuana and seeds. In other words, more Marc Emery's and RC's are to come as long as this group of facists are in power. Be careful.
On a constructive note, I have had several positive experiences with Hipersemillas. They do not operate in the UK, the Netherlands or Canada and they are very reliable. Great customer service, too.
Seed Boutique is also very good, but ships from the UK, which is a well-known source of seeds entering the US and is not my first choice out of security concerns. However, if you are willing to take the risk of confiscation, they do provide free seeds with many orders. I ordered 3 packs of Nirvana seeds and I got a 10-pack of freebies. Whee!
There is also an outfit in Ireland which sells seeds, but I forget their name. Another good place to consider, since Ireland isn't a place one thinks of when you think, "Major seed exporters to the US".
In conclusion, the DEA and USPS expects seeds to come from Canada, the UK, and the Netherlands, so they are more likely to scrutinize mail coming from there. Therefore, to maximize security, look for shops who ship from countries other than the 3 previously mentioned countries.

Those fuckers still haven't sent me my seeds, and their stock is overpriced. But I was a noob buyer, and they were the first place I ordered from. I put in a help ticket, and don't get a response till days later, and the person informs me that my order has shipped and it should take 1.5 months to reach me. What?? I don't live in antartica. What mail system on this planet takes 1.5 months to cross the Atlantic ocean? Just thinking about buydutchseeds.com gets me pissed off.

make sure whoever you choose is registered to sell that breeders seeds.
Some guys will say they are but if not registered you could be buying bag seed.
